The first grant programs from the EF offered payment in ETH. If I recall correctly, they agreed on a USD amount then sent that amount in ETH based on the previous day price. So even if it took a week to send a $10k grant, it was still ~$10k of ETH. The real problem is that it's hard to plan runway
