Qingkai Liang é o co-fundador da Celer Network. Anteriormente, ele estudou no Laboratory for Information and Decision Systems do Massachusetts Institute of Technology como assistente de pesquisa. Ele possui um Ph.D. em Aprendizado de Máquina e Redes de Computadores pelo Massachusetts Institute of Technology e publicou a Tese "Network Optimization in Adversarial Environments".
